German intelligence chief Bruno Kahl has warned that Russia’s hybrid warfare tactics against the West could prompt NATO to invoke Article 5 of the alliance’s mutual defence clause. Kahl expects Russia to increase its use of hybrid attacks, which can include cyber attacks, disinformation campaigns, and acts of sabotage. He believes that Russia’s military potential could lead to a direct confrontation with NATO.
Recent incidents, such as the cutting of underwater cables in the Baltic Sea and arson attacks across Europe, have raised concerns about Russia’s activities. NATO Secretary-General Mark Rutte has described Russia’s campaign of hybrid attacks as intensifying and extending across Europe. However, the Kremlin has denied responsibility for these incidents.
The International Institute for Strategic Studies has highlighted the need for coordinated means to defend against Moscow’s hybrid operations. Western governments must come together to respond more assertively to Russia’s tactics. Danish Prime Minister Mette Frederiksen has emphasized the need to take Russia’s actions more seriously and not be too polite in response.
