Report calls on West Virginia legislators to make tobacco prevention funding a top priority


A recent report from the American Lung Association is calling on West Virginia lawmakers to prioritize more funding for tobacco prevention efforts in the state. According to the 2025 “State of Tobacco Control” report, tobacco use is the leading cause of preventable deaths in West Virginia, with the state having the highest adult smoking rate in the country at 32.9%.

The report recommended that West Virginia protect local authority over smokefree laws, implement a substantial tobacco tax increase, and equalize tax rates across all tobacco products, including e-cigarettes. The state received failing grades in areas such as funding for state tobacco prevention programs, strength of smokefree workplace laws, and coverage and access to services to quit tobacco.

Despite receiving $194,900,000 in funding from tobacco settlement payments and other sources, West Virginia only funds tobacco control efforts at 6.1% of the level recommended by the Centers for Disease Control and Prevention.
