Homeless man Andrew Rowand was caught on police body cam video claiming that his attorney from Mountain State Justice told him he needed more citations as part of his lawsuit against the city of Morgantown for alleged violations of his First Amendment rights. During a confrontation with a police officer in October of 2024, Rowand mentioned his attorney Leslie Nash and accused the officer of targeting him.
The officer, Matt Starsick, questioned the ethics of Nash advising Rowand to knowingly violate the law and put himself in danger. Rowand admitted that since filing the lawsuit in April of 2024, he had received no assistance in finding housing, employment or other necessary services.
Starsick referred Rowand to the Morgantown Police Department Social Worker for help. Nash was provided with the video evidence but declined to comment, stating that the context was unclear.
