West Virginia Legislature in 2025: The Dome Report Uncovers New Beginnings | Spilman Thomas & Battle, PLLC Issue 1

The West Virginia Legislature began its 60-day regular session with new leadership and a revamped process for considering legislation in the House. The Spilman Thomas & Battle Government Relations Practice Group will provide updates on key legislation in areas like environment, oil & gas, and tax reform. With Republicans holding super-majorities in both chambers, Speaker of the House Roger Hanshaw and Senate President Randy Smith lead their respective chambers. The House has implemented a new process for considering bills, lengthening the process and allowing more time for debate. Governor Morrisey’s State of the State address focused on balancing the budget, eliminating the Certificate of Need program, and expanding exemptions for compulsory childhood immunizations. Several bills introduced, including repealing the Certificate of Need program, modifying childhood immunization requirements, and creating a universal occupational licensing reciprocity program, aim to make the state more competitive and reduce regulatory barriers. The legislative session will run until April 12, 2025, with various critical dates throughout the process.
